What is the name of the material used to filled gift baskets?
I’m not talking about the shredded paper that comes in different colors. I’m talking more about the filler that looks like some type of light brown grass hay.

It’s called excelsior, a form of packing material.
If you are talking about the plastic stuff that is commonly green or clear, it is called shredded cellophane, cello shred, or cellophane shred. It is frequently used in Easter baskets.
If you are talking about the wood wool shavings type material, it is excelsior. Excelsior was commonly used as shipping material prior to the invention of Styrofoam, stuffing for teddy bears, and is still used in high end gift baskets and floral arrangements.
You should be able to buy either product at a craft store.
